Brazil ANATEL Published New Act 5159 For Mobile Phone Chargers

 The Agencia Nacional de Telecomunicacoes (ANATEL) has published new Act N°5159 to establish the technical requirements and test procedures for mobile phone chargers. The new act will be in effect on October 26, 2022 and replace the actual N°3481.
The main change of new Act is as below:
1. Coverage:
a. Portable chargers whose electrical supply is the alternating current electrical power network (Ex.: residential charger).
b. Portable chargers whose electrical supply is a source of direct current (Ex.: car charger).
c. Inductive chargers, regardless of the type of electrical power supply (alternating current or direct current).
d. Special-purpose USB interfaces (ports) for electrical power to electronic devices, without data transmission functionality, regardless of the type of electrical power supply.
e. USB interfaces that integrate the electrical/electronic design of an equipment (eg TV, computer, multimedia center, etc.) are NOT covered by these requirements.
2. For Vehicular Chargers, the ESD tests must be applied in accordance with Item 8.3 of ISO 10605/2008. Electrostatic discharges must be applied at the following levels:
a) 2kV, 4kV, 6 kV for contact discharges; and
b) 4kV, 6kV, 8 kV for air discharges.
3. For Vehicular Chargers, the Surge and transient immunity testing must be carried out according to the procedures contained in the ISO 7637-2/2004 standard;
4. For the vehicular Chargers with USB Interface, ANATEL will accept the testing report of ESD (ISO 10605/2008), Surge and transients (ISO 7637-2/2004) from the 1st party or 2nd party laboratory (Example: manufacturer lab) which has been accredited or evaluated by the OCD;
5. It is optional to use the Security seal (Mint label) for built-in vehicular Chargers sold along with the Vehicle. If the Mint Label is not applied, the device must have the ANATEL marking (ANATEL ID: HHHHH-YY-FFFFF) on its label;
6. Safety test is only applicable to the portable vehicle chargers. Not applicable to Vehicle built-in chargers.
7. Voltage Dips/variation (IEC 61000-4-11) Immunity Testing is removed.
