ISED Releases RSS-247 Issue 4 with Significant Regulatory Updates

In 2025, Innovation, Science and Economic Development Canada (ISED) released RSS-247 Issue 4, introducing major updates over Issue 3. These changes address frequency usage, hybrid device definitions, power control, unwanted emissions, labeling, and documentation structure improvements to ensure regulatory clarity and technical alignment.
RSS-247 applies to equipment operating in the 902 - 928 MHz, 2400 - 2483.5 MHz, and 5 GHz bands using frequency hopping systems (FHSs), digital transmission systems (DTSs), and license-exempt local area networks (LE-LANs).
Implementation Timeline
For 6 months following the publication date of Issue 4, both Issue 3 and Issue 4 are accepted for certification;
After the transition period, only Issue 4 will be valid;
Stakeholders should prepare for the transition by updating their test methods and documentation accordingly.
Key Technical Changes:
Removed the restriction on operation in the 5600 - 5650 MHz band;
Clarified definitions and requirements for hybrid devices;
Eliminated directional antenna gain calculations, referencing ANSI C63.10 and KDB guidance;
Clarified requirements for LE-LAN usage inside vehicles;
Enhanced rules for TPC and unwanted emissions, with new reporting requirements;
Introduced indoor labeling requirements and clarified test conditions;
Restructured Sections 6 and 7, and consolidated definitions to improve readability.
Important DFS Testing Requirement
For devices operating in the 5600 - 5650 MHz frequency band, only the ETSI EN 301 893 test procedure shall be used to demonstrate compliance with DFS requirements. No alternative procedures are permitted.
ISED recommends that manufacturers, test labs, and certification bodies review Issue 4 thoroughly and update product development and compliance plans accordingly to ensure ongoing market access in Canada.
