OFCA Announces HKCA 1085 Issue 1

New Specification for 5G NR User Equipment, Effective August 2025
The Office of the Communications Authority (OFCA) has issued HKCA 1085 Issue 1, which came into effect in August 2025. This specification applies to New Radio (NR) User Equipment (UE), setting out technical and evaluation requirements to ensure compliance and interoperability of devices within local networks.
Key Highlights
Scope: Applicable to all NR user equipment (UE), i.e., 5G terminal devices.
Operating Frequencies: Covers multiple paired and unpaired bands, including
Paired bands: 703–748 / 758–803 MHz, 825–837.5 / 870–882.5 MHz, 880–915 / 925–960 MHz, 1710–1785 / 1805–1880 MHz, 1920–1980 / 2110–2170 MHz, 2500–2570 / 2620–2690 MHz
Unpaired bands: 2300–2390 MHz, 3300–3400 MHz, 3400–3600 MHz, 4800–4960 MHz, 6425–7125 MHz, 24.25–28.35 GHz
Technical Requirements: Compliance with ETSI standards (e.g., EN 301 908 series) and 3GPP standards (e.g., TS 38.521 series) is required.
Evaluation Requirements: Compliance must be assessed following procedures specified in the referenced ETSI and 3GPP standards.
The release of HKCA 1085 Issue 1 further strengthens Hong Kong’s regulatory framework for 5G NR devices and enhances alignment with global standards in the mobile communications sector.
