Further Clarifying Compliance Requirements for C-V2X On-Board Units
On December 12, 2025, Innovation, Science and Economic Development Canada (ISED) officially published RSS-252, Issue 3, replacing Issue 2 (October 2023).
RSS-252 defines the certification requirements for licence-exempt Intelligent Transportation Systems (ITS) On-Board Units (OBUs) operating in the 5895–5925 MHz band using Cellular Vehicle-to-Everything (C-V2X) technology, and serves as a key regulatory reference for access to the Canadian market.
Key Highlights of Issue 3
1. Clear Channel Allocation Supporting Multiple Bandwidths
Issue 3 introduces a new Channel Allocation section, specifying the following configurations:
10 MHz channels: 5895–5905 MHz, 5905–5915 MHz, 5915–5925 MHz
20 MHz channels: 5895–5915 MHz, 5905–5925 MHz
30 MHz channel: 5895–5925 MHz
2. Clarification of Transmitter Power Requirements
The standard confirms that the maximum transmitter power is 2 W (33 dBm e.i.r.p.) per channel.
3. Updated Unwanted Emission Limits
Issue 3 revises the unwanted emission limits, defining differentiated requirements based on frequency offset from the band edges. These changes help minimize interference to adjacent spectrum users and improve overall spectrum efficiency.
Transition Period
RSS-252 Issue 3 is effective upon publication, with a six-month transition period:
- During the transition period, certification under Issue 2 or Issue 3 is accepted;
- After the transition period, only Issue 3 will be accepted;
- Equipment manufactured, imported, marketed, or used in Canada must comply with Issue 3.
