Vietnam MIC Releases Circular No. 02/2024/TT-BTTTT
On April 3, 2024, the Ministry of Information and Communication (MIC) of Vietnam issued Circular No.02/2024/TT-BTTTT, officially stamped on March 29, 2024, on its website.
Unlike the previously released public consultation (please refer to the news released by MRT on December 25, 2023), MIC has not issued an amended version of Circular No. 04/2023/TT-BTTTT (issued by MIC on May 31, 2023); instead, a completely new Circular has been released. This new Circular will be effective from May 15, 2024, and will replace Circular No. 04/2023/TT-BTTTT. The key points in the new Circular are as follows:
1. Addition of some updated technical regulations, such as:
(a) QCVN 117:2023/BTTTT
(b) QCVN 110:2023/BTTTT
(c) QCVN 111:2023/BTTTT
(d) QCVN 55:2023/BTTTT
2. Land mobile communication terminals other than mobile phones must use E-UTRA (4G) technology from July 1, 2024.
3. Land mobile communication terminals using fifth-generation (5G) mobile communication technology must now support SA and NSA modes, meaning they must comply with both technical regulations QCVN 127:2021/BTTTT and QCVN 129:2021/BTTTT.
4. Vehicular radar equipment operating in the 76-77 GHz frequency band will only need to comply with the RF EMC technical regulation QCVN 18:2022/BTTTT, which means it does not need to comply with the RF technical regulation QCVN 124:2021/BTTTT.
5. Wireless charging equipment with HS codes 8504.40.19 and 8504.40.90 will no longer need to comply with the RF technical regulation QCVN 55:2011/BTTTT, but only need to comply with the EMC regulation QCVN 96:2015/BTTTT.
6. Devices with integrated functions of Wi-Fi 6E and Wi-Fi 7 can only be certified and declared conformity under the condition that the manufacturer of the Wi-Fi 6E and Wi-Fi 7 device provides a written commitment to disable the 6 GHz band, and users cannot activate or use this band without the manufacturer's support.
7. Certain products (such as Desktop Computer, Laptop, Tablet, TV, etc.) will be exempted from the Certificate of Conformity and Declaration of Conformity if imported for individual use, with a maximum of 03 (three) products and goods for each category in the shipment.
8. Technical regulation QCVN 132:2022/BTTTT is already mandatory as of January 1, 2024.
9. The extreme condition testing requirements of some QCVN standards that were suspended in the previous Circular No. 10/2023/TT-BTTTT (released on September 5, 2023) will be gradually restored.
