New Working Requirements for China Compulsory Certificate Exemptions
Certification and Accreditation Administration of the People’s Republic of China (CNCA) issued Notice № 153 with the following specific working requirements for CCC exemption.
Products that are granted the exemptions:
Products and samples required for scientific research, testing, and certification testing
Parts and components required directly for end-user maintenance purposes
Parts and components (excluding office supplies) required for the complete production line of the factory production line
Products used for commercial display but not for sale
Parts imported for the purpose of exporting the whole machine
Other circumstances when compulsory product certification is exempted for special purposes
Applicants who meet the CCC exemption conditions should submit an application to the local market supervision department.
The CCC exemption requirements:
Products and samples required for scientific research, testing, and certification testing are not allowed to be sold or offered to consumers
Exemption applicants for parts and components required directly for end-user maintenance purposes must be a maintenance unit or an end user. The quantity of parts and components should be controlled within a reasonable range.
Applicants for equipment parts and components (except office supplies) required for the complete production line of the factory production line must be factory companies that use such equipment parts.
Applicants for products that are only used for commercial display but not for sale must be companies responsible for commercial display.
The applicant should indicate the time of the display and the way of handling products after the display in the application materials.
Applicants for parts imported for the purpose of exporting the whole machine must be companies that use such parts. The applicant shall, within two weeks after the promised export of the finished product in the application materials, go through the verification procedures with the market supervision department.
