Vietnam Issues Draft Circular on New EMC Regulation for Mobile Communication Equipment

On October 6, 2025, the Ministry of Science and Technology (MoST) of Vietnam issued a draft Circular introducing the National Technical Regulation on Electromagnetic Compatibility (EMC) for terminal and auxiliary equipment in mobile communication systems (QCVN … : 2025/BKHCN). The public consultation period for this draft will end on December 6, 2025.

This new standard is intended to replace the current QCVN 86:2019/BTTTT; QCVN 18:2022/BTTTT.

Key Points on Effective Dates and Transition:

1.     The Circular is expected to take effect on January 1, 2026.

2.     From January 1 to December 31, 2026, manufacturers and importers may use test results conforming either to QCVN 86:2019/BTTTT; QCVN 18:2022/BTTTT or to the new QCVN … : 2025/BKHCN for conformity certification and declaration.

3.     Starting January 1, 2027, all domestically produced and imported terminal and auxiliary equipment must fully comply with QCVN … : 2025/BKHCN before being circulated on the market.
