MoST of Vietnam Released Circular No. 29/2025/TT-BKHCN

On November 13, 2025, the Ministry of Science and Technology (MoST) of Vietnam officially released a new regulation, Circular No. 29/2025/TT-BKHCN, to replace the previous regulation, Circular No. 02/2024/TT-BTTTT.

This new circular defines the updated list of products that are required to comply with the Certificate of Conformity or Declaration of Conformity.Circular No. 29/2025/TT-BKHCN will officially take effect on December 31, 2025. However, any existing certificates issued for products covered by the previous regulation, prior to December 31, 2025, will remain valid until the expiration date listed on the certificate.

Key Items:

1.      Mandatory Application Timeline for QCVN 134:2024/BTTTT (SAR)

-         July 1, 2026: Mobile terminal equipment utilizing 2G, 3G, 4G, and 5G technologies, including smartphones and other cellular mobile phones (HS codes 8517.13.00, 8517.14.00).

-         July 1, 2027: DECT wireless phones (HS code 8517.11.00).

-         July 1, 2027: Laptops (HS code 8471.30.20) and Tablets (HS code 8471.30.90) that integrate a wireless function.

2.      Requirements for Certificate of Conformity and Declaration for Wi-Fi 6E and Wi-Fi 7

The Circular confirms that devices operating in the 6 GHz band (5.925 GHz to 6.425 GHz) must comply with the following:

-         QCVN 47:2015/BTTTT (Certificate of Conformity)

-         QCVN 96:2015/BTTTT (Declaration of Conformity)
