Indonesia Issues New Draft Decree on SAR Requirements

On February 19, 2026, the Ministry of Communication and Digital of Indonesia introduced a new draft decree regarding Specific Absorption Rate (SAR) for cellular phones and tablet computers. This regulation is intended to replace the previous decree from 2024 (Nomor 177 Tahun 2024).

Key Information about this Draft Decree:

1.     Head SAR Exemption:

The requirement to comply with head SAR limits is exempted for tablet computers that do not include a speaker for voice communication held next to the ear. For these devices, applicants must provide a statement confirming the absence of this speaker function and include the device's technical specifications.

2.     Transition Period for Domestic Testing:

If a domestic testing laboratory is unable to issue a full SAR test report, certification applications may instead include a statement letter from the lab. This letter must include the expected date for the issuance of the test report. This provision is valid only until July 31, 2027.
