NCCS of India Allows Software Updates During Security Testing

On March 17, 2026, India’s National Centre for Communication Security (NCCS) issued a new directive allowing applicants to modify device software while their products are undergoing security testing at Telecom Security Testing Laboratories (TSTLs).

 

To implement these changes, applicants must submit the required documentation as follows:

 

1.     For Software Upgrades: Applicants must submit both the "Declaration for Software Upgradation During Testing" and the "Declaration for Requesting ITSAR BOM Changes." This must include an Impact Assessment Document (IAD) and the software information for both the original and modified versions.

 

2.     For Typographical Errors: If the request is limited to correcting errors in the Bill of Materials (BOM) without any software changes, only the "Declaration for Requesting ITSAR BOM Changes" is required.
