Vietnam Updates Regulation on Conformity Assessment Processes

On April 9, 2026, the Ministry of Science and Technology issued Circular 14/2026/TT-BKHCN, which establishes a new framework for conformity assessment processes.

 

The new Circular is scheduled to take effect on May 25, 2026, and will replace Circular 28/2012/TT-BKHCN.

 

Key items are summarized below:

 

1.     Certificates issued before the effective date may continue to be used until their original expiration dates.

 

2.     For certification methods (Methods 2, 3, 4, 5, and 6), the validity period of certificates has been extended from 3 years to a maximum of 5 years, provided that periodic monitoring requirements are fulfilled. However, Method 1 (testing of a representative sample) is not included in this extension.

 

3.     E-labeling (ICT labeling of the actual importer) is now permitted. For products using electronic labels, the mandatory CR mark must be integrated into the digital interface. Physical labeling on the product, packaging, or technical documentation is no longer required.

 

For radio products (such as mobile computers and tablets), the Ministry of Science and Technology may issue additional regulations to provide more detailed rules and guidance.
