Vietnam Proposes New Regulations for Wireless and ICT Equipment
On May 7, 2026, the Ministry of Science and Technology (MOST) of Vietnam released a draft circular that redefines certification methods for various products. The draft is currently open for public consultation until May 20, 2026, and is expected to take effect on July 1, 2026.
The key updates are as follows:
1. Grace and Overlapping Period: Any certification applications submitted before July 1, 2026, that are still being processed will be completed under the regulations in effect at the time of submission.
2. Validity of Existing Certificates: Certificates of conformity issued before the new circular takes effect will remain valid until their original expiration date.
3. The New Certification Scheme: For Wireless Products below applies to Scheme 3* and Scheme 7* as below,
a. WWAN (2G, 3G, 4G, 5G)
b. WLAN (2.4 GHz, 5 GHz, 6 GHz)
c. RFID (920-923 MHz)
*Scheme 3: Certification based on type testing plus a production process evaluation (including surveillance testing once every 12 months).
Exemption for Scheme 3: Manufacturers holding a valid Quality Management System certificate (e.g., ISO 9001) issued by a member of an international mutual recognition agreement (IAF or APAC MRA/MLA) are exempt from the production process assessment and ongoing surveillance sampling (surveillance testing once every 12 months).
*Scheme 7: Testing and evaluation of specific lots or batches of goods.
4. For NFC (13.56 MHz), this allows for self-assessment based on test results from accredited laboratories, maintaining the same process as before. The certification from recognized organizations is also allowed upon the applicant’s choice.
5. The draft circular also sets new RF testing standards (QCVN 136:2025/BKHCN) for Wi-Fi 6 GHz, scheduled to take effect on July 1, 2027, and SAR testing standards (QCVN 134:2024/BTTTT), to take effect on July 1, 2027.
