MoST of Vietnam Proposes New Draft Product List

On June 15, 2026, the Ministry of Science and Technology (MoST) released a draft circular introducing a new classification system for small/medium-risk and high-risk products.

The draft circular is currently under public consultation until July 15, 2026. Please note that existing TA certificates remain valid until their expiry dates.

Key Updates to Technical Standards

1.     QCVN 136:2025/BKHCN (Wi-Fi 6 GHz)

Mandatory from January 1, 2027. Until December 31, 2026, QCVN 47:2015/BTTTT remains applicable.

2.     QCVN 86:2025/BTTTT (WWAN EMC for 3G/4G)

Mandatory from January 1, 2027.

3.     QCVN 134:2024/BTTTT (SAR)

a.     July 1, 2026: Mandatory for smartphones.

b.    July 1, 2027: Mandatory for DECT phones, laptops, portable computers, and tablets.

4.     QCVN 117:2023/BTTTT (WWAN RF for 3G/4G/5G)

Classified as small/medium-risk and subject to SDoC; TA certification is no longer required.
