Vietnam MoST Issues New List of Medium-Risk and High-Risk Products

On June 30, 2026, the Ministry of Science and Technology (MoST) of Vietnam issued Circular No. 36/2026/TT-BKHCN, establishing a new classification system and list of medium-risk and high-risk products under its management.

The Circular takes effect on July 1, 2026. Please note that existing Type Approval certificates will remain valid until their stated expiry dates.

The new Circular introduces specific mandatory dates for several updated national technical standards:

1.     QCVN 136:2025/BKHCN (Wi-Fi 6 GHz): This new standard for 6 GHz radio access equipment becomes mandatory on January 1, 2027. Until December 31, 2026, QCVN 47:2015/BTTTT remains the applicable standard for these devices.

2.     QCVN 86:2025/BTTTT (WWAN EMC for 3G/4G): The updated standard for electromagnetic compatibility of mobile communication terminal equipment is scheduled to become mandatory on January 1, 2027.

3.     QCVN 134:2024/BTTTT (SAR): The mandatory implementation of Specific Absorption Rate (SAR) testing is phased as follows:

a.     January 1, 2027: Mandatory for mobile communication terminal devices, such as smartphones.

b.    July 1, 2027: Mandatory for DECT wireless phones, laptops, portable computers, and tablets.
