Indonesia Updates SAR Safety Standards for Mobile Devices and Tablets

On April 22, 2026, the Indonesian Ministry of Communication and Digital Affairs (KOMDIGI) officially issued Ministerial Decree No. 197 of 2026. The decree establishes updated Specific Absorption Rate (SAR) limits for mobile phones and tablet computers and takes immediate effect, replacing the previous 2024 decree.

 

Key updates as below,

 

1.     Tablet Exemptions for Head SAR Testing:

 

Tablets that are not designed for voice communication using a speaker held next to the ear are exempt from head SAR testing. To qualify for this exemption, applicants must submit a formal declaration letter and device specifications confirming the device design.

 

2.     Transition Period for Domestic Laboratories:

 

Although a SAR test report is mandatory for certification, domestic testing laboratories are granted a grace period until July 31, 2027, to achieve full testing capacity. During the laboratory transition period, if a domestic laboratory is not yet able to provide a complete SAR test report, it may issue a statement letter confirming the expected date of report issuance. This letter may be used to support certification requirements until July 31, 2027.
